I may want to check with the DC first, to see if they have internal license, because if you buy external license, its price is double (around $55-60 at least)

You wont find an external license for less than $55 per month - check out www.cpanel.net for the list of distrubutors ;)

Internal is if you can get the license from your datacentre, external is when you supply your own license.

When you get a server you can usually select the option for WHM/CPanel.

True, but some datacentres don't offer any control panels or don't offer the one you want, then it's up to the person with the server to get their own control panel. Which is the reason for an external license.
