Read their TOS:
Undersigned agrees to allow Dtcomm to redirect all visitors from
an outside server to our entrance page.

page in a frame with our ads in the top frame.
Users will not attempt to break the frames internally within their site

What!? What if the person has a frames website, and they need to use the target= tag to reference a specific frame in the structure? Are they saying that's not allowed? They need to be more specific, such as "No target=_top or target=_blank tags, and no target=_parent tags unless the page is in one of your own frames." I mean, no target= tags period sort of limits the webmaster's design options.
As for the "No host banners on your site" part of the deal, they're pulling a Xoom/NBCi trick on the user, stating that ads loading in a frame separate from your own page does not constitute the ads being "on" the user's page. It's a sneaky way of saying "no host banners on your site."

they prolly dont display a banner just a header and a footer 3 miles long takes 3 days to scroll down to the site

uhh, why do they quote, "No server intensive CGI scripts" if they give you unlimited bandwith?
