All I see is default themed phpBB with a kazillion mods.

Me too, I only See a phpBB Portal Thingy. You need to see the Announcements at the top!

Same here default portal with none to little effort other than an installation, sorry to be blunt, but one can`t review an already packed portal, without major changes, good luck. :)
