Questions about storefront websites

1) Is a merchant account with shopping cart part of the web host service or web-site design?
2) If it is part of the web site design, are there web site designer packages that are a template designed website with merchant account and shopping cart that is easy to put together and inexpensive?
3) I might have the terminology or concept wrong; can you help please?
Looking for a website design with low fees.

I'd say the shopping cart is part of the web design however it will need things on the host to be workable eg secure connections, database etc. so it's a bit of both
