i was looking over the worldzonepro.net silver plan when i saw this:
Domains Name Based
i noticed that some of the bigger plans (although not yet available) have Domains IP Based
what's the difference?

For name-based account, your domain is hosted on a IP address which also hosting other domain names at the same time.
For ip-based account, you will have your own unique IP address for your domain name. And your domain is the only account hosted on it.
The only difference I know so far which can be noticed easily is that you need an ip-based account when you need SSL enabled for your account.

A lot of people want anonymous FTP, which requires a static IP. Also, if you want wildcares (anything.yourdomain.com points to yourdomain.com) you need a static IP. Also SSL (as Donovan mentioned).
Most people want a static IP just because they want one. Just because they want to have a unqiue # on the internet for themselves (such as 216.234.172.228). Also when you first signup with a hosting company and you are waiting for oyur domain to to update, you can start uploading your new site by using the IP and viewing by going to the IP address.
