What does powerpipe.com mean with free parking?

It generally means you get a page saying...

"This domain xxxxx.com, was purchased through blah. The owners are moving in soon."

Or something along those lines... it's used when you don't have any site set-up for it.

alo... so i register a domian from powerpipe and choose "free parking" the only thing i can use my domain for is a page telling "under construction" without paying more money??

Try a registar that offers free name servers and free URL forwording like namecheap.com

It shouldn't cost much to give people free parking of their domains. Because all it shows is, like Supermoo said, a page filled with ads and a tiny line that says "the owner will be moving in soon".
