Trying to install IPB 2.0

Im trying to install this message board and everytime I install it I come up with this http://www.dirtmag.titaniumhosting.com/forum/ . People tell me its somthing to do with mysql not connecting to it or somthing. what I need to know is the step by step instructions for fixing this problem.

u need to do is run
