Why not have forums for peoplel who own free web host, an example can be found on webhostingtalk.com. Like where we can discuss managing our companies.

Because we have too many forums already and something like that just leaves too much incentive to spam.

Free web hosting discussions at WHT are few and far between. And they certainly don't have a special forum for it.
