It could do with alot of work, no offense but it looks like it was built in yahoo pagerbuilder or something similar.

Ideas for you

1.get rid of the bg tiles
2.Centre your logo, login & search boxes
3.tidy up the text, its all over the shop
4.add some elements to make the visitor stay there and sign up (I would almost certainly not)

Sorry but the truth can hurt

Maybe get some ideas from major email address sign up pages.

I would the bg white or a very light shade of blue, If you need any help I'm happy to.
I could maybe re design it for you and you could tell me what you think, it will be a few day though (got alot of work on)
