lets give the guy a chance to speak before anyone term it as scam.
whicever host you take, can anytime have downtime and frankly speaking , most of them have no control due to nature of their hostings. Others who have dedicated can still depend on datatcentre only, unless ofcourse someone is spending so much to have all equipment with himself, still dependent on network line.

So, could be problem from their datacentre also or may be it was a monthly trial or may be reseller got shut down, so let the person have some chance to explain.
