There are plenty of pages offering information about advertising, finding sponsors, writing effective ads and marketing in the Internet. Anyway, can anybody suggest some sites that are the best ones?

net-ads is the best place I found that lists articles for advertisng, Its updated nearly ever day it seems as well.

Also, if you need information about a certain program, that isn't provided on one of the above sites you can search for it at many forums... like these ones. :)
I also reccomend you try GeekVillage/Talk's search feature (http://geekvillage.com/ubb/search.cgi?action=intro&default=4) when searching for affiliate opinions.

There are some books offering so called killer tactics.

You have to just buy the book and the author promises to teach you how to make the successful online business.
Are they worth it? And are some free resources like these available somewhere?

There are some books offering so called killer tactics.
Forums such as this, Geek/Talk, GetHighTraffic and SitePointForums are far more powerful information sources than such books. They contain brainstorming sessions with many of the most hardened guerilla marketers and web publishers around, as well as presenting ideas dynamically in an environment in which the tides can turn daily.
More valuable than any book, of course, is your own ability to think creatively, to innovate and to take chances. There remain many untapped opportunities in this market. It just takes a little effort, and guts, to make them successful.
