Yes an MTA is enabled for web-based scripts if thats what your asking.

Mass-Mailing/spam is not allowed.

I can alter its NS, but IP section that NS must be different .
I get COM.RU from http://www.ripn.net

If you can change the nameservers which the domain uses then yes you can use it.

here you can add domains, email address's, ftp accounts, etc..
