For people who are under the age of the federal establishment make it a felony or misdemeanour. You should add a warning page that notifies the people that the page is adult, and if you don't you could be helded accounted if some kid accesses the site and their parents overreact.

There are filters... but filters can't block out lesser known sites. Internet was originally developed for the United States Military Industrial Complex, and a quarter of it turns to porn when released to the public.

You mean like RSAC? That only prevents the children of stupid parents from viewing useful sites and makes sites not reachable. Pornsites put the tags in and can be accessed anyway.
