anyway I am looking for a pop up ad company that has the following:
1.reliable, ppl must have been paid already
2.pop up once only between unique ip limit or be able to use a javascript like popuptraffic
3.counts hits accurate
4.fast loading
5.doesn't spawn more windows

basically I am looking for a company like popuptraffic, but where under 18 are allowed to join

you don't need a paypal acct for goclick.
you don't need a CC for paypal (although it's probly a bit easier).
... maybe you need one internationally, but not if from US (and i doubt you'd need one if you're from canada). If you don't, you need a bank acct though (savings or checkings).

Officially, Ahmed, one needs to be 18 to sign any legally-binding contract (including ad representation agreements), unless the agreement is also confirmed by a parent or legal guardian.

Given this, you should be 18 before participating in any commercial enterprise online, but we all know that ad reps are fairly lax about enforcing this.

There's nothing wrong with 13 or 14 year-olds making money. In fact, I think that's very healthy. I started working when I was less than 10 (on a cash basis of course). The thing is, minors are not able to enter legal agreements without having the agreement co-signed by a parent or guardian.

While many firms don't concern themselves with this, companies such as SI that work on high volume and low-margins (and thus accept huge quantities of sites) have needed to be more selective. The main reson for this, I would suggest, is that they have been subjected to a great deal of fraud, and it's near impossible to sue minors to recover funds lost through cheating/fraud.

I'm sure if you contacted Robert directly to make your case, and agreed to have your guardian fax SI an signed and dated copy of their TOS to the SI offices, you may be allowed to participate. Until then, though, allowing entry to minors places increasing risk on SI's bottom line.

Once again, the cheaters ruin things for everyone! :(

Actually, minors in the USA can legally enter a contract without a parent as a co-signer. It's just that most people/companies don't want to enter contracts with minors who cannot be held liable.
