From their TOS:
Remote loading is linking to or accessing your GeoCities account files from a location other than your GeoCities site and is a violation of the GeoCities Terms of Service. Yahoo! GeoCities provides members with 15 MB of space for their personal web site. All files within your directory (viewable from within the File Manager) should be incorporated into your site...

PS: Okay, so they dont allow hotlinking as he pointed out but still geocities FTP is always fast and there easy to use.

I am not sure it is allowed... Ok, you have one Yahoo ID, but you sign up for multiple accounts, and that is not allowed
