Is there a forum (besides vb lite) that allows users to pick a name without registrering? I would preffer php and MySQL, but Perl is fine.

vb2 and phpbb do allow this.

You have to set the user permissions on the user control functins of vb2.

For phpbb, when you setup forum setting, it let's choose who can post.
