sitekreator.com
you can create a free up to 10MB site there. It's better than front page since your site comes with the hosting, most features are similar to word and you don't have to download anything
Hope this helps!

Well you might try www.freewebs.com (as much as I dislike them) their web design tool is very easy to use and can make a pretty nice webpage. Just sign-up as a beginner.

Well if your friend uses Microsoft Windows you may try:
http://www.freeserifsoftware.com/
Serif gives away older versions of it's software for free, and since it was originally built for commercial use it may have some features that most free software has.
Also, if your friend is running Mac OS X you may refer:
tacosw.com
or
http://creatext.sourceforge.net/index1.html (which has a version created for OS9 as well as their OS X version).
I can't say that I know of any software that runs on linux computers for this purpose though (I searched CNET Downloads just in case).
Good Luck.

Hi ashish,
There's a little known program called IMS Dwarf, which is a wysiwyg (what you see is what you get) editor like the page builder over at geocites. For someone with no experience in creating a website, this is your best bet.
IMS Dwarf (http://www.virtualmechanics.com/products/dwarf/)
Features include:
100% drag-and-drop editing
DTP style interface
Pixel precision object placement
Exports to HTML and SVG
Completely Free
Tell your friend to try it. It really helped a few of my clients to learn how to make thier sites.

Not free, but there's coffee cup, which is not expensive (about 50 bucks),
and hot dog which is pricey ($100 bucks).
Hot dog - www.sausage.com
coffee cup - www.coffecup.com
both have a free trial period, so you could use one until it runs out, then use another. That could at least get you 2 to 2 1/2 months of free use out of them.
