Looks like a content system / portal... Oh well, its decent. I like NarutoChao's site, much more unique and looks hand-done not pre-done by some phpnuke type site

Naruto sites == fail. Why? There's already 3.14x10^60 of them and they're all the same, they all have the same stolen content, same links to trackers, same links to Inane, and same purpose, nothing.

The overall layout isn't bad, albeit generic, but I guess nothing else would work for such a site...

I won't comment on the other site.

First of all, I hate anime. Now with that aside (it will not affect my judgement based on the layout itself). I think it is moderate. I think the forums suck. When I try and open them I get the administrator install page. That is not good. You should not have people review your website until you are finished with it. Overall, the color scheme is cool, but the rest of it is not too appealing to me. The other site is not much better either.
