Alright,
I am looking for a CMS script written in PHP that uses text files instead of a database.
Anyone have any suggestions ?

I checked out Limbo before, and despite claims to use a flatfile, it actually requires a database.

Well, Siteman 1.x still remains vulnerable, as I don't believe it has been patched.

You can also try simplephp (http://www.simplephpblog.com/index.php). However, I'm not sure if you want something that simple and intended for blogs.
