I'm searching for a Banner CPM affiliate program (so no popups/unders)

They must pay trough PayPal
It must be CPM (duh)
Contexual or banner it doesn't matter
Minimum $0.50 per CPM

I'm willing to put all sizes of ads. At bottem of every page. And top of almost every page!

doesn't allow ROM sites. And I think they don't pay by PayPal

A ROM site is a grey area so it's very hard to find CPM programs for them. Even if you found one, the rate will be low.

ROM are basically illegal for most parts so I doubt you will get approved by any of the higher-paying and more reputable advertising networks. Also, $0.50 CPM is really high for the current market. It's usually around $0.20 CPM nowadays.

What's the CPM for paypopup.com? How is it?

the rates changes per country. For USA I get $0.23 per CPM at the moment.
