is 2.8 gHz pentium with 1024mb good for a small hosting site with no more than 30 accounts max. but is it gonna be relitivly ok speed or lag?

Just in case is it GBP or USD :) sometimes the wrong symbol shows.
You can get a pretty decent one for that amount if it's GBP.

You may not get any speed increase though as that's more due to the site rather than most other factors, I know that a load of others are going to chip into that one, if it's heavy on MySQL for example then you may get better performance.
