Not completely free from what I can see, since you have to connect to the internet through it's access numbers.

But they have no cgi-bin and no php support

Well they're not new, they've been up for atleast a year,,,,

And yes, I've seen so far three warez sites on it

i have said this before, but if you live in england, undoubtably the best host is freeola.com, you get unlimited webspace, no adds, php, cgi, ssi but you have to dial up with them, but to get round that, you just have to get a script like genesis or adminpro and upload through your browser wit a regular connection.

you can FTP only if you use their ISP service. FTP'ing from other isp's is a no no.
