everytime i draw something with the "draw" option (i use PSP6)the buttons "paint brush", "clone brush", "color replacer", "retouch", "eraser", "picture tube", "air brush" and "flood fill" turn into a gray button so i can't click on them anymore... but i need them to do some more with my layout ! What do i have to do, so i can use the buttons again?

Plzz help.... Thnxx soo much !

I think you have to merge the layers. Go to (on the toolbar), Layers>Merge>Merge All (flatten).

Or tick of the "draw as vector" , or select your regular layer!

I've been using Psp for a while now but I still don't get what vector-based graphics are, can anyone enlighten me on this?

vector graphics are about lines from a to b that define the area of shapes as opposed to bit maps which are about colouring individual pixels. vector graphics can be smoothly scaled and generally need less information to describe them
