ya so what... THIS IS HIS OFFER correct? Maybe he is looking for hits, right.... so wouldn't it make sense to have a bunch of people put their homepage as his because hey when they open the browser it directs them to HIS site.

Well, then let me say this. I have never seen people do that before. It is easy to work around aswell, you just dont let people go to that page, you just make your homepage as something else. ( If you get me ) That way his page wont be seen at all.
If you are looking for something like that, I think you should go the dot.tk way, in which they have a 15 second screen advertising whatever they like before going to the real page. That would get you your advertisment, then again people can work around that. The other way is to actually require them to put a banner on their main page. It wont be as intrusive as your current plan and will be easily noticeable.

We require you to change your browsers start page to our site, which at the moment redirect to google but we'll be setting up ouw own portal soon.
Your hosting account does not any banners, popups, links.

that doesn't make me feel to good...but anyways I will email you with details on my site.
it is already up at www.computerhelpworld.moved.in but I have just purchased a domain and need a server to host it which allows for a lot of bandwidth later (a couple of weeks or a month lateR)
