Webela has been recently launched, and offers some very interesting packages :) http://www.webela.com

All free hosting accounts come with the latest CPanel, integrated scripts, no adverts, and the choice of using your own domain name, or having a short subdomain (yourname.s8i.com).

willl i be able to use PHPBB forums and be able to edit the file scripts?

This is full CPanel hosting, with full support for PHP and MySQL.

In other words, you can use phpBB forums and edit any scripts as you need. You can also create your own PHP scripts, and use a variety of third-party scripts.

I would however recommend that you use SMF instead of phpBB (http://www.simplemachines.org) - SMF is much more powerfull and secure. Ofcourse, the decision on what forums you put on your website is upto you :)
