Does free image host count as a webhost?

I have a question. I am kinda worryed that i will get banned if i post the wrong thing in the wrong forum by mistake. May i ask if an image host (image4you.org) counts as a free webhost. What i mean is can i post in the ads offers and services or the webhosting offers area?
