There is the famous sebflipper script which is about 30 dollars I think. You can use the free version but it limits the number of forums you can create.

It's not a hard script to create..maybe when I get time I'll make one and sell it for cheaper.

I belieave the one on seb is like 50$...30 Euros or pounds..something like that.

If you purchase hosting, you can have a control panel like Fantastico, where everyone can very easily add their own forums.
