this is what i would do, does anyone agree with me?;
go through add/remove programs, delete basically everything
check through C:\ for anything that shouldnt be there; drive and delete my documents
create a new admin user
use that admin user to delete all other users
once again go through c:\
insert installation CD
choose re-install windows
and your done :)

Boot PC. Hold F8. Choose command line only
write "format c:\"
Insert Windows CD
Reboot PC
Install Windows
This procedure has been tested and works with Windows 98 and older, not sure if it works with Windows XP or newer.

That will still leave alot of files, as windows doesnt fully delete everything, use the boot method described by Killah.
