I know some decent providers, but not sure if they can support you through telephone. You can check with them
- Cyberservers.net: I was using a Windows reseller account there, before upgrading to our own server. Overall they are good :)
- Hostgator.com: mixed reviews, but many good ones
- Lunarpages.com
- Fluidhosting.com: havent heard any bad comment

Some others but
- Simpli.biz: they are quite good, but offer DirectAdmin
- HTTPMe: servers in the US, but they have techs over the world :)
- BlueWho: now under the same management board with HTTPMe, I think. The same status with HTTPMe
- Idologic.com: servers in the US, but they are Canada-based company. There is no bad comment either
