how come I can attach files or use custom avatar in my New Vbb.

I beleive the word is CAN'T, and the reason why is because you do not have permissions set up properly. To do this you would have to chmod a certain level on a directory to do so. If you are using F2S as a host, it won't work no matter what, I have tried.
