You could try:

topica (http://www.topica.com)
This seems to only be a text mailer.

If you want an html mailer you might want to try slyguy (http://www.slyguy.com). they do both html and text.

I didn't know topic was text only?

Anyway you may want to try out yourmailinglistprovider.com I have heard good things about it from other people.

It looks like that a webpage is needed for the mailinglist.

Although those are some good suggestions, try using http://www.server.com. Basic scripts to do the most kick --- things (exaggerated)

I'm using Power List (http://solutionscripts.com/warehouse/powerlist/index.shtml) by Solution Scripts (http://solutionscripts.com) right now. But it ain't remotely hosted, so if that's what you're looking for, forget it.
