As a note, 99% uptime is abysmal. Most good hosts will get around 99.9 (give or take a tiny amount). But for $6 I think you're asking for a lot with an established company. You'll see offers for that price, but not from companies like www.hostgator.com (http://www.hostgator.com) or www.ez1web.com (http://www.ez1web.com) who have been around and won't disappear on you.

dannymatt is correct. You would be talking at least $10.00/mo However, you may find some hosts offering this as a promotion or something.
