Who can translate this website? new host

while surfing I found this site :

It appears to be a free host. Any one who can translate it to english so we could use it?

Often as in the case of mom&pop small businesses on the web in need of free hosts et al the foreign hosts have a "chance" getting picked up by a major search engine's spider bots and listed, whereas USA based hosts are often overloaded by the spammers, pyramid scheme MLMers et al and their resources are overwhelmed and they soon slow down to a crawl or cease to exist, and often their domains, as a result of the abuse of the spammers who have no ethics, the major search engines ban those free host domains.
I have noted about 10 hosts I had over time halt their operations of the past 3 months. Of course the banner supported business model has something to do with their demise.

So anyone who can TRANSLATE foregin hosts and provide same for other members here would be most appreciated! Also the spammers wouldnt be able to do it and it would help small struggling businesses. thank you. I will provide other hosts, ie Russian , as I find them -

It's probably your name, address, state and country (in that order). Since the third field only allows two letters, its definitely asking for the state you live in.
