IT's all about reciprocal links. The more pages linking to you the higher your ranking will be.

If your site is about a certain subject that isn't what 10 million other sites have then no. Spend time and even money (if getting in the search engines is important) on optimising it. Search google for "SEO tips" :)

I think your site should be optimize in order to content. In my opinion it depends on popularity of your site.

Wrong. Get a PR, you can do this by getting lots backlinks to your site.
