In australia, I think you just do +(country code)(mobile number without the leading 0).. For SMS atleast that is.. Don't know if calling is different.

if your friend was in China , and how can you call his mobile phone?

if i'm right it's 0086 and then you miss the first 0 in the mobile number(if there is one if not then don't leave any number out!

Example:

Number in china is 080999584

calling to china from where ever you are: 008680999584 or +8680999584
your choice!

Example 2:

Number in China is 5667892365

Calling to china from whereever you are: 00865667892365 or +865667892365
