you need a server, and you need some sort of whm - cpanel, directadmin, or the free version, zpanel.

100mbps or higher connection, *NIX skills, a *NIX OS, cPanel, good server, and others.
A server cannot be connected to a residential line. It may be against your service provider's AUP or TOS. As a result, your service may be disabled. The upstream (upload) speed needs to be at least 100mbps.
*NIX is any Unix-based operating system. True Unix, Linux, HP-UX, AIX, and CentOS are all *NIX operating systems. Although some people are satisfied with the free Red Hat Linux 9. I prefer to spend a little money and get Red Hat Enterprise, or HP-UX. Make sure, however, that your motherboard is compatible with the operating system. Most OS's run on any mobo, but HP-UX and AIX are specific to certain mobos.
cPanel is the industry standard for website administration. You can buy it directly from cPanel's website (http://www.cpanel.com). Or you can buy it from a cPanel reseller (http://www.cpanel.com/dist.cgi).
A good server would have specifications similar to this:
Tyan Tiger K8W (http://www.tyan.com/products/html/tigerk8w.html) motherboard
Dual AMD Opterons (http://www.amd.com/us-en/Processors/ProductInformation/0,,30_118_8826,00.html) as processors
At least 4GB memory
Zalman Heatsink (http://www.zalman.co.kr/eng/product/view.asp?idx=71&code=014)
At least 250GB disk space
Case that provides cool, clean air to all components of the computer
Two fully-redundant 550 watt power supplies
UPS (Uninterruptible Power Supply)
There is probably something I missed, but these are the most important parts

You could try to learn about the various services required such as HTTP, FTP, SQL, DNS, POP3, etc
A good start on windows would be some software like http://www.xitami.com/
which will install both FTP and HTTP.
or.. www.firepages.com.au which is a bundle of multiple open-source wares such as apache, php, mysql, etc
A good host is one who knows how`everything operates, anyone can buy a cpanel reseller account.
Learn the technical stuff; you can do it all for free as well as gain alot of knowledge and be a far better service provider.
