I Signed up with Netcabins but they arent accepting for a few more weeks, i tried SureCity but they are too slow, f2s has weird ways of SSI and PHP
Without sounding like everyone else here goes :)
I want-
20 or more megs
banners or not, if banners i need to place them where i want
banners helps host a good service
cgi, ftp and ssi

Have you tried hypermart.net? I've used them and they are pretty fast. You can also choose from a popup or image map, where you can put anywhere on your page(I believe).

You can not put the banner where you want on Hypermart. But it is fast.
I pasted this from the Hypermart TOS:
2. Services Offered/Member Obligations
"2.1. ....These banners will always be limited to one standard-size (468x60) sponsorship banner. The banner advertisements must be located "above the fold" on all HyperMart-hosted pages. "Above the fold" is the uppermost viewable area within a browser window consisting of 608x320 pixels, which is approximately the size of a single screen that is visible to browsers without the need for scrolling....."
