You question still isn't very clear but I think what your asking is can two people use on reseller account. If that is the case than the answer is yes if you want to give your username and password.

Yes, you can use all the reseller accounts you have.

Umm. Thats an easy question. Yes, you can use both. I'd use the paid one (if any).
