Yes, it does. Depending on the PR of the other sites. But dont just go linking with everyone cause some link sites can hurt your PR.

I think you should also check their PR and if they are higher or equal to yours, I think it would not hurt your PR.

Yes, your domain name and sites repuation counts alot also. Like the site LytenHost.com has had a bit of SEO optimization done to it. Such as the PR is currently 3/10 and has the domain registered for more than a year, this helps.

You can also try addme.com to get your PR up a bit.

I think generally link exchange should be done with the sites that have PR 4 or 5. It will be beneficial to improve your site PR. Another ways to improve PR, you should submit your site in good and high PR directories. You should write articles and submit to the sites like ezinearticles. You should submit to the popular Search engines in terms of improving your pagerank. :-)
