can directadmin control panel allow you to have multiple reseller accounts like a dedicated server.

also can a vps have the ability to offer multiple reseller accounts like a dedicated server.

DA is a control panel only. It's not a dedicated server. Cannot compare that way :) VPS can create multiple reseller accounts, but remember it's limited by CPU and memory. VPS is not aimed to big sites

I think it would be best to create 2 reseller accounts in 2 datacenters, that way your clients have the choice plus if 1 server goes down you can move sites from one to the other without losing files & yes VPS can create multiple reseller accounts :-). Goodluck
