I think you should visit this link to add your site into DMOZ directory.

Looks like your ISP may have upset them in the past, time for a new ISP ?

Alternatively if it's that important for you to sumbit to DMOZ, then it's got to be worth paying for a visit to an Internet cafe or other public access Internet access.
