Your requirements are too high for a free site and I doubt you can get any but if you are lucky, AMZ might pop in and offer you one.

Alternatively, you might want to go for paid hosting and pay in CASH. I am sure there are banks in where you are, am I correct?

yes ... i bought a minivisacard but doesn't work it is like visa prepaid ...can be only used at the bank atm ...
am still loooking for offers ...and i accept that somebody can administrate the site with me ...

For a forum starting out, I doubt you need that much. Slash your requirements by half and maybe you will have a webhost making you an offer.

just to update ...
i have registered a free domain www.musicgo.be ...
now i dont need a domain any more

here is the latest request :

3 Gb
30 Gb bandwidth
cpanel/fantastico with mysql

and i will put in return banner and ads,and as i have said i can get huge number of visitors...
pls remember that the space and bandwidth size might need to be upgraded after time as long as the site need more " depends on users "
