Mouseover Colored Scrollbars?

Ok, I went to DynamicDrive to find a script that I needed (so sue me). And I came over Mouseover Colored Scrollbars (http://www.dynamicdrive.com/dynamicindex11/scrolleffect.htm), it looks kind of funky to me. What do you guys think of it? I know a lot of you hate colored scrollbars as it is, don't know what you'd think of it with a mouseover effect though.

i think its slightly stupid. It just makes its seem flashy and more like a link :p

It's quite clever and different, but I personally don't like it.
