Time to Live is just the number of hops the packet can be sent before it's tossed. It has no effect on anything (well, except it means the packets won't be sent forever).

The time (in milliseconds) is what you should be concerned with.

And remember, after ping, a traceroute is ONLY good both ways. :)

No, actually you want as less milliseconds as you can get.

Millisecond is one one-thousandth of a second.
So. 25ms to google.com is better than 40ms to hotmail.com

To a degree, yes. But if you're getting a 2 second ping to your CO then even browsing is affected. :p
