Actually no, it appears only 33% (give or take a percent) have read the rules. Explains a lot.

It's a bug. vBull seems to think this thread (http://freewebspace.net/forums/showthread.php?t=27936) has 16,777,219 posts, so technically the total is correct in a sense.
