Ok I made a script to check if the server i am being hosted on right now

x10hosting.com

well if the server is down then the script won't work.

What i need is about 5 megs space 100 megs bw and 1 ftp account. thats it

well see this script says which services are down. that i beleve tells me if the host is down or not but not which services are down
