looking for stable host

I'm looking for a new host that meets the following criteria

PHP
MySQL (must not be limited in anyway)
atleast 5GB storage (the more the merrier though)
atleast 200 GB transfer
Cron Jobs
full dns access (A record, etc)
Unlimited subdomains (I won't actually create more than say ten but need the ability to create then dynamically through htaccess and wildcard dns entry)
mod-rewrite

The max I am willing to pay is $20/month however the lower the better.
Also, you must be located in the United States and have a 30 day money back policy. You must have been in business for a minimum of two years and must have a live support department (no just a forum or similar). Support must be open atleast five days a week with an emergency contact for weekends.

Please include datacenter information with any offer.

Also, while your budget is heading in the right direction, I would recommend boosting it if you want good tech support that is available 24/7/365. :)

By support I mean that if the server goes offline after hours I don't want to have to wait untill the next morning for it to be back up.

I probably should have phrased it as "24/7 IT staff"

As for the other, I would "prefer" that both offices and servers be in the united states. However the server "Must" be in the united states and if the office is located elsewhere the staff must either speak english or french.

The only reason I care about the language is due to a few people I work with. I personally can handle several other languages but as my group as a whole french and english are the common ones.

basically you are asking too much for a little budget :) make sure to check if provider has REAL 24/7 support. I see many cheap hosts saying 24/7, but they are one-man firm, and cannot provide 24/7 support. Most 24/7 supporting providers I know can provide around 40 - 50 GB transfer max, even less

I use wildcard dns to help with subdomains on all of my sites. Will I or you're support team be able to perform the steps and changes in the following article:

that's why I usually demand dns access and whatnot but if you would be able to do it for me then that would work just as well.
