I am using proxy now.

when I go FWS directly the page doesn't work.

Does the ip 218.4.x.x be banned?

I am in the internet cafe

No IPs are banned from your area :) In fact only two are and they are from Louisiana USA.

Try connecting from http://216.243.178.20/forums as it may be a DNS problem with your ISP.

I am at home now and still be banned ,my ip change to 221.225.x.x
the direct IP doesn't work for me , I don't know whether I am be banned or your server be banned by my ISP :(

could be your ISp or browser settings well.
If you use IE, go to Options>>Internet Options>>Advanced and there scroll down till you reach HTTP1.1 settings, try checking both boxes, save, reboot and try.
or could be courtsey your ISp may be.
