With your requirements you are looking at a minimum of $60 per year, and even then it is going to be a pretty budget service. For decent hosting you should be looking at paying $120 or more per year for hosting with 5GB of space.

Please be careful when choosing a budget host that seems to offer you everything for almost nothing. Invest your money in a host properly as you get what you pay for.

I'd bid your request in the area of $60-$70 / year.

Make sure those are your actual needs and not wants as that can hold you back from what your budget is allowing.
