Yes, it is true, an Financially strapped African nation is starting its own space program. Failure might be chronic in such a idea.

That was a racist slur, and I never meant it. I have nothing against the Nigerians going into space, it might help their economy which needs revival. $100 million dollars is somewhat inadequate though.
